Once you've logged into the site on the homepage, you should remain logged into your account for the forum. If this problem persists and clearing your cookies doesn't help, please post back.

The other forums i've been on i have been able to upload my pictures as an avatar easily with no problem.
Your avatar can be a maximum of 150 pixels wide and 150 pixels high. Images larger than this will not be able to be uploaded, and will need to be resized first.
